I 100% disagree that they have a "mandate" to collect art just because they are a "collecting institution". The real motivator here is greed. I die a little inside when I see all these artworks filed away in the dark where no one can see them.

I'm from Pakistan and its really amazing to me how much respect is given to great artists in western countries. They are seen as a civilizing force, like a saint. Their right of expression is preserved and their efforts appreciated.
